Position Title: National Consultant – ToT Training on Gender Mainstreaming, Gender Responsive Planning, and Citizen Budgeting

  1. Background

The Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR) of Galmudug State is committed to advancing women’s participation in governance and inclusive budgeting processes. Women in Galmudug face structural barriers that limit their involvement in planning and decision-making. To bridge this gap, MoIFAR is organizing a seven-day Training of Trainers (ToT) in Adado District on Gender Mainstreaming, Gender Responsive Planning, and Citizen Budgeting.

This training will enhance the knowledge and skills of selected women leaders, enabling them to champion gender-responsive governance and serve as trainers within their communities.

 

  1. Purpose of the Assignment

The National Consultant will design and deliver a comprehensive ToT program tailored to the context of Adado District. The program will empower women participants with practical tools for integrating gender perspectives into planning, budgeting, and governance processes.

 

  1. Key Responsibilities

The Consultant will:

  • Develop and submit a detailed training agenda and facilitation plan.
  • Deliver training sessions on:
    • Gender mainstreaming principles and practices.
    • Gender responsive planning and citizen budgeting.
    • Practical approaches for women’s participation in governance.
  • Facilitate group discussions, case studies, and role plays.
  • Provide training materials.
  • Submit a final training report, including recommendations for sustaining capacity.

 

  1. Expected Deliverables
  • Training agenda and materials tailored for Adado District.
  • Seven days of facilitated training sessions.
  • Final comprehensive report with recommendations.

 

  1. Required Qualifications
  • A degree in Gender Studies, Social Sciences, Development Studies, Public Administration, or related field.
  • Proven expertise in gender mainstreaming, governance, and participatory planning.
  • At least 2 years of relevant experience in Somalia or similar contexts.
  • Demonstrated experience conducting ToT programs and capacity-building workshops.
  • Strong facilitation, communication, and report-writing skills.
  • Familiarity with Galmudug State’s governance and community dynamics is an asset.

 

  1. Supervision and Coordination

The Consultant will work under the direct supervision of the Director General, MoIFAR Galmudug State, in close collaboration with the MoIFAR technical team and Adado District authorities.

 

  1. Duration & Location

The assignment will take place over 7 consecutive days in Adado District, Galmudug State, with preparatory and reporting work included in the consultancy period.
