- Background
The Ministry of Interior, Federal Affairs and Reconciliation (MoIFAR) of Galmudug State plays a vital role in strengthening decentralized governance and building the institutional capacity of district administrations. As part of its ongoing efforts to improve efficiency and accountability, MoIFAR seeks to ensure that all district departments have clearly defined organizational structures (organograms) and job descriptions that align with their mandates and service delivery responsibilities.
Currently, many district departments, including those in Adado District, operate without updated organograms or clear role definitions, leading to overlapping functions and weak coordination. To address this gap, MoIFAR intends to engage a National Consultant to update and develop organograms and job descriptions for all departments within Adado District Administration and to conduct a capacity-building training for district staff on the newly updated framework.
This consultancy will contribute to improving institutional performance, clarify reporting relationships, and strengthen service delivery and accountability within Adado District.
- Purpose of the Assignment
The main purpose of the assignment is to review, update, and develop the organograms and job descriptions for Adado District departments, ensuring alignment with the Galmudug State’s governance framework and decentralization policy. The consultant will also conduct a training to orient and equip district staff with a clear understanding of the new organograms and their corresponding roles and responsibilities.
- Key Responsibilities
The Consultant will be responsible for the following tasks:
Phase 1: Review
- Conduct an institutional assessment of the existing structure and functional arrangements of Adado District departments.
- Review any available job descriptions, reporting lines, and departmental mandates.
- Hold consultations with the Mayor and Director General, and as well as Adado Capacity Building Consultant, to gather input.
Phase 2: Development and Design
- Design and update comprehensive organograms for each district department (e.g., Administration & Finance, Planning & Public works and Social Affairs, etc.).
- Develop clear and detailed job descriptions for each position within the departments, specifying duties, responsibilities, required qualifications, and reporting lines.
- Ensure that all organograms and job descriptions are inclusive, and aligned with the principles of good governance and local accountability.
Phase 3: Training
- Conduct a training workshop for district staff to enhance their understanding of the updated organograms, functional linkages, and role clarity.
- Incorporate feedback and finalize all documents after the training.
Phase 4: Reporting
- Submit draft and final organograms, job descriptions, and a final report summarizing activities, outputs, challenges, and recommendations.

- Required Qualifications
- A degree in Public Administration, Organizational Development, Human Resource Management, Governance, or related field.
- Minimum of 7 years of professional experience in institutional development, organizational design, or governance strengthening.
- Strong facilitation, analytical, and report-writing skills.
- Demonstrated experience conducting capacity-building workshops and validation sessions.
- Experience working in Somalia, especially in Galmudug State, will be a strong asset.
- Supervision and Coordination
The Consultant will work under the direct supervision of the Director General, MoIFAR Galmudug State, and in close coordination with:
- The MoIFAR Technical Team,
- The Mayor and Capacity Building Consultant of Adado District Administration.
The consultant will provide regular progress updates and share draft outputs for review and feedback throughout the assignment.
- Duration and Location
The consultancy will span 45 days, including preparation, field assessment, development, training, and reporting.
The main duty station will be Adado District with possible coordination meetings in Dhusamareb.
